2013 to 2016 - La Fortaleza, Secretary of Public Affairs - Office of the Governor of Puerto Rico
In that period of time, Prof. Colberg-Toro served as Secretary of Public Affairs and Spokesperson for the Governor of Puerto Rico, Hon. Alejandro García Padilla. Among its functions, it was the key executive official in charge to coordinate and supervise the public policy issues of the government, collaborate and liaise with the Legislative Branch on issues of legislation, municipal affairs and strategic projects as well as oversee the public communication processes of the government of Puerto Rico.
2015 to 2016 - State Department - Advisor to the Secretary of State
During that period of time, Prof. Colberg-Toro was an advisor in public policy about the administration legislation, domestic and international issues for the Secretary of State, Hon. Víctor Suarez. He also coordinates public policy projects and international forums.
2003 to 2013 - House of Representatives of Puerto Rico – State Legislator (Lawmaker), member of the House of Representatives for three consecutive terms.
During that period, Prof. Colberg-Tor served as State Representative to the House of Representatives of the Commonwealth of Puerto Rico and he was elected for three times. During his time in office, he was Chairman on Public Integrity, Public Safety and Sustainable Development House Committees.

During that period, Prof. Colberg served as Public Policy Advisor and Secretary of Public Affairs for the Governor of Puerto Rico, Hon. Sila María Calderón.
2000 to 2001 - Senate of Puerto Rico
During that period, Prof. Colberg-Toro served as Executive Director of the Joint Commission of Reports of the Comptroller Office and the Public Integrity Committee of the Senate. In addition, he was a legislative advisor.
1996 to 2000 - Communications Consultant
During that period Prof. Colberg-Toro was dedicated to be a communications consultant for the private sector and the media.
