Motivation is a function of building strong interpersonal relationships with the people you are trying to motivate.
When students KNOW that their teachers care for them and respect them, they will typically be motivated to do what you ask. It is also important for the teachers to model the behaviors that they want to see. If you want students to turn stuff in on time, get graded assignments back to them on time.
If you want students to treat each other with respect, treat them when with respect— even when they are being disrespectful. Students are more motivated, better behaved, and do better academically when teachers not only provide a high level of control (grades, disciplinary consequences, etc. ) but also a high level of support.
