I believe that learners more than need assessment, they need to do a task-based needs analysis to see the target tasks. The ESL instructors can generate endless tasks and activities from the topics like shopping, transportation, banking, or health services, but what is it about any of those topics that the learners really need to transfer into real-world situations? My teaching methodology is searching and learning about a task-based needs analysis more than needing assessments that could determine real-world language tasks ESL learners need in the real world.
